Can Cloud Insight appliances be deployed per region instead of per VPC?

  We understand that some customers have many small VPCs in a region, sometimes with only a handful of EC2 instances per VPC. We agree that it is less than optimal to run a scanning appliance 24x7 for each VPC on those cases.
  
  We are actively evaluating different ideas to reduce the customer cost for this kind of deployment.
  
  As there is a cost to traffic between VPCs in the same region (4/22/2016 $0.01 per GB https://aws.amazon.com/ec2/pricing/), we are comparing the proposed idea against other ideas for reducing the cost.
